THE GLOBALIZATION PLEDGE
Overview : Through the spring & summer of 1990 I was responsible for conducting - on behalf of The Canadian Biomass Group - the negotiations for four electric power generation projects [1-10 Mega Watt; and 3-30 Mwe] with Ontario Hydro through their RFP [Requests For Proposals] program. We succeeded on three of these submissions at Hearst, Mattice & Constance Lake First Nation. The fourth project [10 Mwe] was projected for Hornepayne -and, was to be based upon solid waste resources from the Toronto regions. The capital requirements for our three 30 Mwe Bio-based SVS-IHHI facilities was $500 Million; and, would be debt financed through European banks. The three biomass-cogeneration facilities would be based upon existing biomass resources in situ to the project sites.

I have highlighted Constance Lake First Nations for right-of-compensation reasons that will be unfolded as I progress through this report.
I have implemented the term "conspiracy" here out of deference to a Pierre Trudeau quotation in Marilyn Ferguson's Aquarian Conspiracy; wherein, Marilyn continued forward to identify this term to mean "... to breath together ..."; they were intent on having the reader understand the positive and negative connotations of this issue of "conspiracy"... in particular, to embrace new relationship paradigms; while, also, incorporating tradition and respect.

 Capsule Summation : The original three 30 Mwe allocations achieved by the Canadian Biomass Group [CBG] on behalf of the northern Ontario communities who had contracted with CBG to prepare a report on economic options within the region that would mitigate the impending massive job loss about to unfold due to a shortfall in the timber industry.

 CBG completed the 3-month evaluation. The Nord-Aski Frontier Development Inc accepted our Report [funded by provincial and federal monies]; and, in 1990, in view of the fact that they did not have the skills and capacity to proceed to develop the energy projects that we had recommended, they invited CBG to become the proponent to Ontario Hydro's RFP invitations.

 The resulting Ontario Hydro contracts provided for the reservation of three 30-Mwe biomass-based trigeneration projects; requiring $USD 150-Million for each of the SVS-IHHI facilities - which Monenco Engineering [their head scientist, Dr Natarahan, had earned his Phd on the generation technologies that we had incorporated into our projects] determined in their evaluation report to Hydro would be "gold mines" because we had the capacity to produce quality electric power @ <1/2 the cost of natural gas ... and, we had incorporated carbon capture programs that would have values 20 times greater than the existing "carbon" indices.
Each of these SVS-IHHI would be owned by the host community; CBG would be the project and operations managers; and, these hosts would have paid out the debt load in < 10 years; while also, retaining a sustainable green energy resource that had a $2-Billion valuation; which could be leveraged for ancillary projects that would evolve out of the Stage Three Bio-R&D facilities. These are labour-intensive trigeneration [electric power / greenhouse / science centres] that are intended to be private cities; which would form a domestic national network of 3600 similar SVS-IHHI sites; totaling 100,000 Mwe [10% of the North American grid demand in 1990]; and, these cities would become the international health and healing resource for holistic medical practices. each project is designed to accommodate 30,000 habitants [the self-sustaining hospital]

 In addition to the foundational $2-Billion asset base; and, there would be the influx of $3-Billion immigrant investment capital per project [buying a 1/30,000th unit of the SVS-IHHI hospital suites @$350-K each]. The immigration context of these projects was implemented to compensate for the projected population loss due to the demise of aging citizens ... these new citizens would bring skills and would train existing Canadian citizens [in particular, native indigenous Peoples] ... they would attain citizenship through this process. And, within <10 years, would be eligible to sell their original hospital suite [which served as their home in the initial phase while the project evolved into a full-service hospital] investment.

 The First Nations element : The CBG studies exposed the continued national program of divesting the First Nations reserves across Canada. Our CBG is a fully integrated Original indigenous Peoples For-Profit Humanitarian Formation; striving to establish sovereign wealth development enterprises that will supplement the dissolving federal funding into the then 600+ reserves [See the SCC Tsilhqo'tin and Bastien Estate decisions in order to rationalize the extreme valuable opportunity to attract international investment into Canada via the "First Nations" advantages].These matters were self-evident even in 1990. Again, Constance Lake First Nations was one of the three 30-Mwe hosts [we also signed a 15 Mwe project in Saskatchewan during this same time for the Jans Bay Peoples - we were to develop 300 Mwe through SaskPower PPAs. Most of our 3600 projects would be established to provide electric power to industry and commerce; utilizing the provincial transmission grid for wheeling purposes]. CBG in Saskatchewan included a triumvirate with RCMP and retired regional bank officials.

The Alleged Thuggery Conspiracy : It became the reported strategy of Ontario Hydro [via the VP who had signed our power allocation contracts - per the information and documents that came to our possession via our Nord-Aski associate] that CBG would be forced by the existing regional sawmill-timber industry to vacate our projects; while they would assume ownership of the projects. Also, the Ontario Hydro Small Power Proponents had warned us that we may achieve signed contracts; but, that Ontario Hydro would never actually purchase our produced power - which is why we revenue success by being able to attract private industry to buy our generation supplies due to our lower prices [Ontario Hydro was being inundated by lobbying complaints from the coal industry; which alleged that our facilities would cause massive labour losses in Alberta and the US] ... while we could employ 100 times as many people per Mwe as would Ontario Hydro; with better wages and benefits. Further, we were required to maintain a profit margin between 12-18% only; while in actuality, our profit ratios were circa 30% due to the more affordable, existing inventory of the biomass energy bases ... which, again, had been inventoried and evaluated by Ontario & the feds in 1923 [we possess one of the last seven copies of this report].

 Hence, Ontario Hydro entered into collaboration with the timber groups, supra; who had no capacity or skills to develop the biomass resources of our choice [Canada possesses 45% of the global P1-factor resources that we specialize in ... we have been accorded recognition internationally since 1964] ... This P1-factor resource can produce 100-K Mwe for 600 years; without depleting the renewable resource; during which time we would graduate from biomass to other energy green energy resources - such as sonoluminescent cavitation technologies.

 Interim Conclusion : Hearst, Mattice & Constance Lake First Nations are entitled to adequate compensation for loss of potential income and skills development due to Ontario Hydro's conspiracies in these matters. CBG is also entitled to damages and compensation. There is room, here, for reasonable and rational dispute resolution without the labours of trudging through courts for the next two decades.
